Asbestos survey and abatement coordination for Broward County demolition

Asbestos is the step most likely to stop a demolition after it has started. Federal rules expect the survey first, and Broward buildings from the 1950s through the 1980s carry it in places owners do not expect.

A pile of broken brick, concrete and wood left on a cleared demolition site.

The federal asbestos rule for demolition, known as NESHAP (40 CFR Part 61, Subpart M), follows a simple logic. Inspect the building for asbestos before demolition. Remove regulated asbestos-containing material before the structure is disturbed. Notify the regulator in advance. Our job is to make sure those steps happen in that order.

In Florida, the asbestos program for demolition and renovation notifications is run by the Florida Department of Environmental Protection, or by the local program it delegates to. Under the federal rule, written notice generally goes in at least 10 working days before demolition begins, even when no asbestos is found. Small houses are often outside the federal definition, but many Broward building departments still ask for a survey with the permit. Confirm current requirements with Florida DEP or the local program, and with the city.

Romco is not a licensed asbestos abatement contractor, and we do not test or remove asbestos ourselves. An independent licensed asbestos consultant does the survey. If regulated material is found, it is removed by a licensed abatement firm, and the consultant confirms the work before we demolish. We coordinate the schedule between them, so the permit and the abatement do not wait on each other. Send the address and the building’s age, and we will set up the survey.

Order of work

  1. Confirm the building’s age, use and any past surveys.
  2. Engage an independent licensed asbestos consultant for a demolition survey.
  3. Review the results and the abatement scope with you.
  4. Schedule a licensed abatement firm if regulated material is found.
  5. File the advance notification with Florida DEP or its local program.
  6. Receive the consultant’s confirmation that abatement is complete.
  7. Proceed with demolition under the permit.

Where it goes wrong

What usually goes wrong, and how we control it

Material found mid-demolition

When a crew breaks into material nobody tested, work stops, the area may have to be treated as contaminated, and the schedule resets. A survey before demolition is how that is avoided, so we do not start without one where it is required.

Asbestos in unexpected places

In older buildings it turns up in floor tile and mastic, ceiling texture, roofing, cement siding, pipe and duct insulation, and window glazing. The consultant samples suspect materials across the whole building, not only the obvious ones.

A survey scoped too narrowly

A survey written for a renovation may skip areas a full demolition will disturb. We ask for a survey scoped to demolition, covering roofs, wall cavities and accessible below-grade materials.

Missing the advance notice

A late notification holds the start date. The notice is built into the schedule from the first conversation and filed by the responsible party as the program requires.

The limits

Romco does not survey, abate or certify asbestos work. Those are licensed services by an independent consultant and a licensed abatement firm. This page is general information about the rules, not legal advice, so confirm requirements with the regulator and the city.

Questions

About asbestos survey and abatement coordination

Does my house need an asbestos survey before demolition?

A single-family house is often outside the federal NESHAP definition, but many Broward building departments still ask for a survey or a notification with the demolition permit. Confirm with the city. We can arrange the survey either way if you want the answer on paper.

Who pays for the survey and the abatement?

The owner, as part of the project cost. The consultant’s and the abatement firm’s pricing can sit inside our scope or under separate contracts, whichever you prefer.

Can Romco remove a small amount of asbestos itself?

No. Romco is not a licensed asbestos abatement contractor. Any regulated material, however small the amount, goes to a licensed firm.

What does a demolition cost?

Every job is quoted from a site visit, or from photos and drawings when that is enough to see the scope. The number depends on what the building is made of, its size and height, what the asbestos survey finds, which utilities must be disconnected, access for equipment, how close the neighbors are, what stays and what goes, and where the debris is hauled. We do not publish prices, because two jobs that look alike rarely are.

What size of job will you take on?

Any size. We quote one interior wall, a shed, a pool or a slab, and we quote a full building, including selective and structural demolition. Tell us what is there and what has to remain, and we will price the scope as described.

Is Romco Builders licensed?

Yes. Romco Builders is a licensed Florida general contractor, headquartered in Fort Lauderdale. Work that needs its own license, such as asbestos abatement, electrical disconnects or tree removal, is done by firms that hold that license, and we coordinate them under one schedule.

How a job runs

Six steps, in this order

  1. Send the address and the scope

Call, or use the quote form with photos or drawings. Tell us what has to go and what has to stay.

  2. We walk the site

We look at the structure, the utilities, access for equipment and trucks, and what sits next door.

  3. Written scope and quote

The quote names what is removed, what is protected, what is hauled away, and what depends on survey results.

  4. Surveys, permit and disconnects

Asbestos survey where required, utility disconnects, and the demolition permit from your city's building department.

  5. Demolition and haul-off

Work follows the agreed sequence. Debris is hauled to permitted disposal facilities, with the load records kept.

  6. Final inspection

The building department closes the permit. You get a clear site, or the shell you asked for.
